Frequently Asked Questions Concerning Asbestos Certification and Licensure
- Who governs asbestos certification and licensure in Ohio?
The Ohio Department of Health under chapter 3710 of the Ohio Revised Code and chapter 3701-34 of the Ohio Administrative Code.
- Who must apply for certification and/or licensure?
- Any individual responsible for the removal, renovation, enclosure, repair or encapsulation of greater than fifty linear or fifty square feet of friable asbestos-containing material in a non-supervisory capacity must be certified as an Asbestos Hazard Abatement Worker.
- Any individual responsible for oversight or supervision of asbestos hazard abatement activities must be certified as an Asbestos Hazard Abatement Specialist. Chapter 3701-34 of the Ohio Administrative Code defines oversight as: to directly observe an asbestos abatement project for the purpose of determining compliance with contractual, performance or regulatory standards affecting the safety of the asbestos abatement activity.
- Any individual responsible for the identification, detection, and assessment of asbestos containing materials, including air and bulk sampling, the determination of appropriate response actions or preparation of asbestos management plans, must be certified as an Asbestos Hazard Evaluation Specialist.
- Any individual responsible for the oversight of asbestos hazard abatement activities or the determination of work scope, work sequence or performance standards for asbestos hazard abatement activities must be certified as an Asbestos Hazard Project Designer.
- Any individual solely responsible for environmental monitoring or clearance air-sampling must be certified as an Asbestos Hazard Abatement Air Monitoring Technician.
- Any business entity or public entity that engages or intends to engage in asbestos hazard abatement activities must be licensed as an Asbestos Hazard Abatement Contractor.
- How do I apply?
- To become certified as an Asbestos Hazard Abatement Worker, Asbestos Hazard Abatement Specialist, Asbestos Hazard Evaluation Specialist, Asbestos Hazard Project Designer or an Asbestos Hazard Abatement Air Monitoring Technician you need to complete the Ohio Department of Health Application for Certification. - What do I need to include in my application?
- For individual certification, there are four basic elements which must be submitted in order to process your application. Refer to chapter 3701-34 of the Ohio Administrative Code for details.
- Completed application with original signature (photocopies or facsimiles will not be accepted).
- Copy of initial and all refresher training certificates relating to the discipline for which you are applying.
- Check or money order for the fee amount listed on the application

- Two current, original and clear, one inch by one inch, color photographs of the applicant.
- For contractor licensure, there are six basic elements which must be submitted in order to process your application. Refer to chapter 3701-34 the Ohio Administrative Code for details.
- Completed application with original notarized signature (photocopies or facsimiles will not be accepted).
- Copy of detailed written overall asbestos abatement work practices.
- Copy of written medical surveillance program.
- Copy of written respiratory protection program.
- Check or money order for amount listed on the application, $750.00.
- Proof of registration with the Secretary of the State of Ohio as a business entity.
- Where can I get asbestos training?
There are many approved training courses. This list is also available by contacting the Ohio Department of Health Asbestos Program (614) 466-0061.
- If I obtained my EPA approved training in a state other than Ohio can I use this training to obtain Ohio certification?
Yes
- If I obtained my EPA training in a state other than Ohio do I have to take and pass an Ohio asbestos test to obtain certification?
No
- How long does it take to process my application?
It generally takes 2-3 weeks to process an application. Applications can NOT be processed in one day. You will be notified via mail when we approve your application. You will also be notified if your application is found to lack the required information for approval. In such case, you will receive special instructions on what to submit to complete your application for further review. - How can I receive copies of the Ohio Administrative Code (OAC) 3701-34, applications, prior notification forms, literature or additional information?
- What liabilities do I hold after obtaining certification or licensure with the Ohio Department of Health?
Certified individuals or licensed contractors must act in accordance with generally accepted practices and procedures established by federal and state law. Subject to Chapter 119 of the Revised Code, the director may deny, suspend, or revoke any certification or licensure. The state may commence a criminal action against any person who violates any provision of chapter 3710 of the Revised Code or any of the rules in Chapter 3701-34 of the Ohio Administrative Code.
