Family Planning - Title V

Each year the Bureau of Child and Family Health Services applies for funds through the Maternal and Child Health Block Grant, Title V of the Social Services Act and a portion of the funds awarded to provide family planning services. The funds are granted to qualified agencies to provide direct family planning services in their areas. It is not required that a person reside in the service area of a clinic in order to receive family planning services.

For many Ohio women and some men, family planning clinics serve as an entry point for health care. Family planning services help to:

  • Prevent accidental pregnancies,
  • Sscreen for diseases or other health conditions
  • Surge early prenatal care
  • Improve pregnancy outcomes
  • Improve the health of mothers and babies.


The types of agencies that provide family planning services are varied.
They include:

  • Local health departments
  • Community health centers
  • Hospitals
  • Planned parenthoods
  • Community action agencies.

Family planning services are broad-based, voluntary and private. Priority is given to persons having low incomes and those with no insurance or insurance that does not cover family planning services. Fees for services are based on family size and income and no one is denied services if they cannot pay. There is no requirement that a person live in the area in order to receive services.

The clinic staff may also provide information to community groups. The topics covered may include:

  • The many choices of birth control methods
  • Sexually transmitted diseases (STDs) including HIV
  • Preventing teen pregnancy
  • Education about getting in the best shape before pregnancy
  • The inability to get pregnant after trying for a year
