Adult Care Facilities (ACFs)

Adult Care Facilities (ACFs) are residential care homes classified as either an Adult Family Home (three to five resident capacity) or an Adult Group Home (six to 16 resident capacity) licensed by the Ohio Department of Health for purpose of providing accommodations, supervision and personal care services to unrelated adults. Personal care services that may be provided by an ACF include assistance with the activities of daily living and assistance with the self-administrations of medications. ACFs may not admit or retain residents whose care needs exceed the capacity of the facility to provide that care, or require care or services that the facility is prohibited from providing by rule. ACF operators or their staff may not provide skilled nursing care to include the administration of medications to their residents. Persons requiring continuous skilled nursing care and those physically or mentally incapable of administering their own medications should not be placed in an ACF. Facilities receive a two-year license to operate after complying with the statutory requirements prescribed in Chapter 3722 of the Ohio Revised Code and the rules set forth in Chapter 3701-20 of the Ohio Administrative Code. Operators must undergo a comprehensive onsite inspection of the home in which inspectors verify the safe and sanitary condition of the facility, the capability of the operator and staff to meet their responsibilities in providing supervision and personal care services and the appropriateness of the placement of each resident in the adult care setting. Many of Ohio’s ACFs serve residents with serious mental illness or behavioral problems. In these facilities, the rules place an additional obligation on the facility to have staff and managers oriented to the care and supervision needs of these residents and require specific training on an annual basis relevant to persons with a diagnosis of mental illness residing in the facility.
