HIV Care Services Section
Ryan White Care Programs

To promote health and access to care and to improve the quality of life for Ohioans living with HIV, the HIV Care Services Section offers a spectrum of services designed to help people with HIV and their families.

Programs include:

HIV Case Management Program / Ryan White Emergency Financial Assistance Program

HIV Case Management agencies are located throughout Ohio, providing coverage for every county in the state.  Case managers who are trained to help people living with HIV or AIDS can help find the medical treatment and programs they need.  A case manager can also determine eligibility for Ryan White Emergency Financial Assistance. 

The purpose of the Ryan White Emergency Financial Assistance Program is to assist individuals who are HIV positive and have an emergency need that is HIV related. The program is one of last resort.  Services that may be covered include: medical services, dental services, rehabilitation, transportation, housing, nutrition and family services.

HIV Home Health Program

Ohio’s Ryan White Home Health Program offers skilled nursing care or homemaker services when needed to assist with activities of daily living.  With the assistance of homemakers, home health aides and/or skilled nursing visits, we are able to help some people with HIV/AIDS stay at home rather than receiving services at a nursing facility or hospital.

Ohio HIV Drug Assistance Program

The Ohio Department of Health (ODH) administers the Ohio HIV Drug Assistance Program (OHDAP) program, providing medications to fight HIV and to treat HIV-related conditions.  In addition to OHDAP, the Health Insurance Premium Payment (HIPP) Program is designed for those with health insurance coverage (including COBRA) and the Medicaid Spenddown Payment (OHMSDP) Program is for those with HIV who are on Medicaid and have a spenddown that they must meet each month.

Quality Management

The Quality Management (QM) Program promotes continuous improvement in our programs by meeting the Ryan White Care Act requirements for quality management. These requirements include: 1) measuring how well HIV health services meet Public Health Guidelines and 2) developing strategies for improving access to quality HIV health services such as medical care and case management. 

Minority AIDS Initiative

Title II grantees have received funds under the Congressional Black Caucus Initiative since FY 2001.  These funds support educational and outreach grants to minority community-based organizations to increase the number of minorities participating in The AIDS Drug Assistance Program (ADAP). 

The Ohio Commission on Minority Health has a partnership agreement with ODH to manage the Minority AIDS Initiative.

HIV Consortia Program

The Ryan White Title II program has established HIV CARE Consortia for the purposes of prioritizing and preventing duplication of services at the local level.  Through the use of existing community-based services networks, the city/county consortia model ensures HIV-infected individuals within the state receive the most efficient access to health care and support services and encourages cooperation among selected city/county agencies.
