Decommissioning Program

What is Decommissioning?

Decommissioning is a systematic approach to cleaning up radioactively contaminated sites undergoing license termination required on every radioactive material licensee in Ohio.

"Decommission" means to safely remove any licensed operation from service and reduce residual radioactivity to a level that permits release of the licensee's property for unrestricted use and termination of the license. Termination of a license under conditions other than unrestricted use is not permitted by Chapter 3748 of the Revised Code.

What Activities are included in the Decommissioning Program?

The program oversees the decommissioning process including monitoring, evaluating and approving license termination of sites throughout Ohio where radioactive materials have been handled, used, stored, processed or packaged.  BEHRP staff provide regulatory oversight and inspects licensed decommissioning activities. These activities include license transfers, terminations and facility closeouts of all radioactive materials. Staff reviews and approves decommissioning plans submitted by the licensee. 

The decommissioning process that follows site clean-up activities requires a demonstration to the Ohio Department of Health that the cleanup effort was successful and that the release criterion (a specific regulatory limit) was met. This demonstration includes the licensee’s “final status survey.” ODH will then perform “confirmatory surveys” a type of survey that includes independent (third-party) measurements, sampling, and analyses to verify the findings of a site’s final status survey.

Staff members attend public meetings to provide radiological health information to the public relating to the decommissioning or surveying of sites within Ohio

Staff members also track low-level radioactive waste generated within Ohio and regulate the use of TENORM within the state.
