Radiological Health and Safety

The Radiological Health and Safety program area has two sections: Health Physics Support and Agreement State Support.

The Health Physics Support section has responsibilities in the following areas.

Federal Sites Oversight (FSO) activities including Utility Radiological Safety Board activities related to commercial nuclear power plants (Davis-Besse, Perry, and Beaver Valley) and federal sites undergoing radioactive material clean-up (decommissioning). It includes facilities that have federal agency oversight including the Department of Energy (DOE), U.S. Army Corps of Engineers (USACE), and Nuclear Regulatory (NRC) sites. Health Physics activities include oversight, assessments on behalf of the bureau, communication with state and federal agencies. Activities include coordination with DOE at the Portsmouth and Mound sites. Also, they include coordination with USACE on FUSRAP (Formerly Utilized Site Remedial Action Program) for the following sites: Painesville, Luckey and Harshaw.

Radiological Emergency Management (REM) including planning and preparedness. ODH is the lead agency for the state in the event of a radiological emergency. The Health Physics Support section is assigned the lead role in radiological emergency management activities for the bureau. Three areas in radiological emergency response include: radiological incident responses that can be managed at the bureau level; radiation emergency responses that involve the Ohio Emergency Management Agency; and nuclear power plant emergency responses (including annual exercises).

The Agreement State Support section supports the Agreement State Program with respect to licensee decommissioning and low-level radioactive waste.
