What Happens in the Field
Responders use a tool called the Incident Command System
Fire Department is in charge of initial response
Police is in charge of security
FBI is in charge of the investigation
Notes:
The incident command system is used across the state to handle most types of emergencies including this type of an incident. In Ohio, the Fire Dept is in charge of the response. Police must secure the crime scene if one exists and then assist the FBI in their investigation.
