The Incident Commander arrives at the scene with all of the job functions in his pocket. The initial commander may relinquish command as more senior officials arrive. As the incident escalates, so does the command structure and the IC begins to build his command staff, handing out assignments and getting rid of responsibilities as needed. For instance, he is the ultimate safety officer. In a fire situation with one room involved, he can take care of that function. When a whole block is on fire, he needs someone else to do that job. In a health organization, during a medical emergency, the safety officer would probably be a physician who would monitor wellness levels and make determinations as to what needed to be done to keep the unaffected population or responders safe.
