The incident commander is responsible for the development and implementation of an IAP. It may be kept mentally or written down. When the incident is complex, the planning section writes the plan under his direction. Based on incident needs, it must be flexible and be constantly reevaluated.
IAP’s are never written for longer than 12 hour periods. For very complex incidents, they should be written for much shorter periods of time.
Actions plans take into consideration multiple factors including the situation, personnel, the overall objectives as laid out by the incident commander. As the incident escalates, other planners should be included in the section to make sure that all aspects of the operation are covered.
