These three meet the needs for most incidents. The IC might determine the need for others such as temporary morgue, triage areas, even treatment areas.
The command post is the most necessary facility. On large incidents it may be away from the incident even inside out of the weather. It should be secure so that planners, the IC and assistants can do their job. On smaller incidents it could be at a vehicle. The universal sign for the CP is a green light or flag.
Staging Areas are used to house requested apparatus, equipment and people which have not been pressed into service yet or who have been cycled out through the rehab area and are awaiting reassignment. A manager runs a staging area and reports to the OPS chief.
Bases are used when there is a specific need such as a place to land helicopters. This gives control of the function and safety to the operation.
There is no limitation as to facilities, they can be added as needed.
